The State Department of Energy Resources (DOER) has issued a straw proposal for a net zero building stretch code, but it has fallen under criticism for not being strong enough to help reach the 2030 emissions reduction goal mandated by the Act Creating a Next Generation Roadmap for Massachusetts Climate Policy.

Mayor Ruthanne Fuller recently wrote a letter to DOER in support of stronger building stretch codes. In it she urges DOER to include in their straw proposal the authority for municipalities to require electrification of new buildings and major renovations.
